An Update from Representative Four Price

Welcome to my regular recap! It’s my goal to keep you updated regularly throughout the legislative session so that you can be aware of the issues that are in focus for my staff and me.

This week was particularly busy in the Article II Subcommittee. Representative Zerwas was appointed as the Article II Chairman, and I was assigned to be the lead member overseeing the Department of Aging and Disability Services (DADS). This is both a great an honor and a tremendous responsibility as I focus on care for the aging and special needs population in our state. Here are few important insights about DADS:

DADS oversees the state’s community care facilities, nursing facilities, and state supported living centers for Texans with intellectual or physical disabilities.

DADS has requested $1.06 billion in additional funding to meet its needs from the 2012-13 biennium. DADS has asked for $14.4 billion for the 2014-15 biennium.

Also in the Article II Subcommittee, we heard testimony from several groups, including: Health and Human Services Commission, Department of Aging and Disability Services, Health and Human Services Enterprise, Office of Violent Sex Offender Management, Department of State Health Services, Department of Assistive and Rehabilitative Services, Department of Family and Protective Services.

On Monday, House Bill 10 (emergency supplemental appropriations) was voted out of committee and placed on the emergency calendar for 2/21/2013. HB 10, if passed, will fund last session's Health and Human Services shortfall, including money for DADS' programs: primary home care, community attendant services, community-based alternatives, community living assistance, medically dependent children, nursing facilities, state supported living centers, etc.

This week was very busy on the healthcare front, as you can see from our recap. Healthcare will continue to be one of the items at the forefront of our efforts this legislative session.
